The Porto Social Summit was one of the highlights of the Portuguese Presidency of the Council of the European Union. A moment that had as main objective to mark the European agenda for the next decade, ensuring that we face present and future challenges without leaving no one behind.

The Porto Social Commitment was signed at this Summit, between the Portuguese Presidency of the Council of the EU, the European Commission, the European Parliament and social partners, in a joint effort to consolidate the commitment already made with the European Pillar of Social Rights and create the synergies for an inclusive, sustainable, fair and job-creating recovery.

The Action Plan, presented by the European Commission in March, proposes a number of initiatives and sets three main targets to be achieved throughout Europe by 2030:

  • An employment rate of at least 78% in the European Union
  • At least 60% of adults attending training courses every year
  • Reducing the number of people at risk of social exclusion or poverty by at least 15 million people, including 5 million children

Porto Social Commitment

The Porto Social Commitment is “the most comprehensive and ambitious tripartite commitment ever reached in the European Union”, said Portuguese Prime Minister António Costa at the closing session of the Social Summit, , part of the Portuguese Presidency of the Council of the EU.
